Human Resources Director

Location: State College, PA | Schedule: Monday–Friday, 8:00 AM–4:30 PM

Status: Full-Time, Exempt

Behavioral Health Alliance of Rural Pennsylvania (BHARP) is seeking a dynamic and experienced Human Resources Director to lead and enhance our people strategy. As a key member of the leadership team, the HR Director will support the agency’s mission through the development and execution of HR initiatives that attract, engage, and retain top talent across our organization. This is an on-site position located in our State College office.

Key Responsibilities:

  • Oversee all aspects of human capital management including recruitment, onboarding, performance management, and succession planning.
  • Administer and manage benefits, payroll support, and 401(k) programs ensuring compliance and cost-effectiveness.
  • Partner with leadership on strategic planning and organizational development initiatives.
  • Lead employee relations efforts including disciplinary actions, internal investigations, and resolution recommendations.
  • Ensure compliance with federal, state, and internal HR policies and procedures through regular audits and policy updates.
  • Design and deliver employee engagement and training initiatives that enhance morale, culture, and professional growth.

What We’re Looking For:

  • Bachelor’s degree in Human Resources or a related field (required); HR certifications such as PHR or SHRM-CP (preferred).
  • Minimum of two years of progressive experience in a Human Resources role.
  • Strong working knowledge of HR best practices and employment law.
  • Exceptional communication, organizational, and leadership skills.
  • High degree of integrity, discretion, and professionalism.
  • Proficiency in Microsoft Office; payroll systems experience a plus.

Additional Requirements:

  • Valid Pennsylvania driver’s license and reliable transportation.
  • Ability to pass background checks including Child Abuse History, Criminal Record, FBI fingerprinting, and monthly Medicaid exclusion screenings.
